Compliance Certificate
A Compliance Certificate must be issued to demonstrate that a private sewer lateral is free of leaks, when one of the three triggers of the East Bay Regional Private Sewer Lateral (PSL) Ordinance applies.
Additionally, a property owner may proactively request a Compliance Certificate even though a Regional PSL Ordinance trigger has not been met. To request a Compliance Certificate, please select your property and follow the required steps.What to do when triggering the Regional PSL Ordinance

NOTE: | During the installation of new gas lines by Pacific Gas and Electric Company (PG&E), some private sewer laterals may have been pierced or completely bored through - known as a cross bore. Underground Service Alert does not typically mark private sewer laterals and as a result, cross bores may go undetected, and if damaged create a potentially hazardous situation. For gas line cross bore information, visit PG&E's website. A review of a closed-circuit television (CCTV) inspection should also include looking for evidence of a cross bore. If you suspect a gas line cross bore, call PG&E at (800) 743-5000. If you suspect a gas leak, warn inhabitants, evacuate the area and call 911 and PG&E at (800) 743-5000. |

Voluntarily Requesting Compliance Certificates
Compliance Certificate may be issued for a property even if the Regional PSL Ordinance has not been triggered. By proactively requesting a Compliance Certificate, property owners benefit by knowing that their lateral is free of leaks. Additionally, property owners will have a Compliance Certificate in hand, limiting the impact of PSL issues on future triggering events (property sales, building or remodeling in excess of $100,000 and changing of water meter size). Compliance Certificate effective periods are shown below.

7-years: | The lateral is not in need of repair, or is repaired if work is needed. The lateral is not completely replaced. The inspection confirms the lateral is free of leaks. | |
20-years: | The lateral is completely replaced. The inspection confirms the lateral is free of leaks. |
NOTE: | If your property is in Alameda, Albany or Stege Sanitary District (El Cerrito, Kensington, Richmond Annex), and your parcel has a valid and unexpired Compliance Certificate or similar documentation, it is exempt from the Regional PSL Ordinance requirements for the period for which your certificate is valid. |
